Chemical Engineer / Senior Environmental Consultant – ICS Solix

Stefanos Magoulas is a specialized Marine Environmental Consultant and the Managing Director of ICS SOLIX, focusing on maritime legislative compliance and project operations. He serves as a certified IMO Level II Spill Response On-Scene Commander and a DNV-GL Approved HazMat Expert, overseeing marine pollution incidents and spill response department organization. His maritime expertise includes monitoring GHG emissions, ensuring compliance with IMO and EU regulations, and managing dangerous goods as a certified DGSA. He is also responsible for the development and certification of oil spill containment equipment, such as booms and skimmers, as well as crew training.

His technical background in the shipping industry includes conducting HazMat and asbestos surveys on vessels scheduled for recycling, as well as managing trans-boundary waste movements according to the Basel Convention. He has played a key role in major maritime operations in the SE Mediterranean, providing environmental consultancy and site surveying for the wreck removals of M/V GOODFAITH and M/V YUSUF CEPNIOGLU, as well as the emergency response for the M/T AGIA ZONI II. Earlier in his career, he gained hands-on experience as a Marine Chemist at NEORION Shipbuilding, where he managed gas-free operations and LFL monitoring in confined spaces during dry dockings and vessel surveys.
