Graduated from the National Technical University of Ukraine ‘Kyiv Polytechnic Institute’ in Industrial Electronics Technology and holds an MBA from Kyiv University of Market Relations, with over 20 years of expertise in technology leadership across fintech, SaaS, and maritime technology industries. 

Since 2015 Mr. Shulman has held Chief Technology Officer roles at Spotware Systems and FxPro, where he led the delivery of scalable technology platforms, drove product innovation, and addressed the cybersecurity challenges inherent to high-stakes financial and trading environments. 

He is currently serving as Chief Technology Officer at Tototheo Global, a leading maritime and connectivity technology company headquartered in Cyprus, where he focuses on transforming complex business challenges into scalable technology solutions while safeguarding critical infrastructure against an increasingly sophisticated cyber threat landscape. A strong advocate for integrated product and technology leadership, Mr. Shulman is passionate about building resilient, high-performing engineering teams and ensuring that security is embedded at the core of every technology strategy.
